About the seminar
The AARTO Act, 1998 created a new traffic fine system as well as a points demerit system to change the behaviour of road users. It was implemented as a pilot phase in Tshwane in July 2008 and in Johannesburg on 1 November 2008. The Act will be further implemented during 2010 in the rest of the country. Companies need to understand the impact of the legislation to ensure they comply with requirements and do not incur extra costs.
The legislation creates an administrative system parallel to the criminal procedure system that runs automatically against an offender. Non- payment of penalties may result in the execution of property to pay the penalties. The demerit point system will result in the disqualification of repeat offenders from driving vehicles and the suspension of vehicles with operator cards from being used on the road.

About the speaker
Alta Swanepoel’s involvement with road transport began through her dealings with drunken, reckless and negligent driving cases as a public prosecutor. In 1989, as an associate with Africon Pty (Ltd), she was part of the team that drafted the Road Traffic Act and regulations and acted as a consultant for the Department of Transport. In 1999 she founded Alta Swanepoel & Associates cc and currently specialises in the field of road traffic and transport legislation.
Alta conducts training and refresher courses for both traffic officials and the transport industry. Her earlier training and work include various traffic related issues such as the National Road Traffic Legislation, Haulage Tractor Legislation, Passenger Vehicle Legislation (taxis), Cross-Border Road Transport, Drunken Driving Legislation, Overloading, Driving Licences, Administrative Adjudication of Road Traffic Offences and Road Traffic Signs.
Alta currently consults to government organisations in South Africa, Botswana, Jamaica and various agencies. Projects that she has been involved in include AARTO and the TCSP (technical committee for standards and procedures of traffic control and traffic control equipment). She is the contributing author to the Road Traffic & Road Transport Legislation Volumes I to IV published by LexisNexis and was a member of the AA technical committee. Her company has been appointed as consultant by various government departments and organizations including Kwazulu-Natal Department of Transport, SANRAL, TRAC, Bakwena and the National Department of Transport.
