What are the Rules of the Road for driving at traffic light intersection with steady amber/yellow arrow?

Question:

I have a question that I would like to raise regarding the rules of the traffic light as displayed:

If the traffic light is displayed with the Red disc and a steady amber/yellow arrow, does it mean that a person who wants to turn in the direction of the arrow can use the arrow as a yield sign and drive if it is safe to do so?
Or does it indicate to the driver that he shall stop behind the stop line if he intends turning in the direction of the yellow arrow light signal and that he shall remain stationary until a green light signal allowing the movement is
displayed and it is safe to proceed, provided that if he is so close to the stop line when a steady yellow arrow light signal is displayed that he cannot stop safely then he may proceed with caution against such yellow arrow
signal.

Can you perhaps refer me to a specific Regulation or Section in the National
Road Traffic Act that I can use to support the answer.

(kk) A steady yellow arrow light signal
Indicating to the driver of a vehicle that he or she shall stop his or her vehicle behind the stop line RTM1 if he or she intends turning in the direction indicated by the yellow arrow light signal and that he or she shall remain stationary until a green light signal allowing the movement is displayed, and it is safe to proceed: Provided that if he or she is so close to stop line RTM1 when a steady yellow arrow light signal is displayed that he or she cannot stop safely then he or she may proceed with caution against such yellow arrow light signal;
